Two developments shaped the 2024 discussion
Spain’s cannabis-sector debate in 2024 followed two concrete tracks. On 21 May, the industrial-hemp cluster was presented in Madrid with participation from the Agriculture Ministry. On 30 September, the Health Ministry opened the draft framework for standardised medical-cannabis preparations to public consultation. One concerned an agricultural material and its industry; the other concerned pharmaceutical regulation.
Industrial hemp: organising a value chain
The Agriculture Ministry’s May statement supported the development of industrial hemp and accompanied the presentation of the Clúster del Cáñamo Industrial. The initiative made cooperation between participants in the sector a visible policy issue. It did not establish a recreational-cannabis market.
Industrial hemp connects agriculture with downstream uses of fibre and other permitted materials. A value chain includes processing and buyers, not only land devoted to a crop. Medical cannabis: a draft, not an operating 2024 system
The Health Ministry began the regulatory process in February 2024 and published a draft for public comment in September. The proposed framework concerned standardised preparations used in pharmacy-compounded medicines for selected patients. It was a pharmaceutical project involving product quality and clinical responsibility.
During 2024, the document was still a proposal. Describing that year as the launch of the later national framework would move the legal milestone to the wrong date.
What followed in 2025
Royal Decree 903/2025, dated 7 October 2025, established the conditions for the standardised preparations and their use in specified compounded formulations. Its requirements address pharmaceutical manufacture, registration and medical use. The later decree gives the 2024 consultation a clear place in the chronology: preparatory policy work preceding the adopted framework.
Spain’s place in the wider industry
These developments show why a single cannabis-industry label can conceal different activities. Hemp materials belong to an agricultural and manufacturing chain; medicinal preparations belong to a pharmaceutical framework. Their customers, quality requirements and public authorities differ.
The documented 2024 story is therefore one of organisation and regulatory preparation. It supports a concrete account of what institutions did, without turning policy announcements into unsupported claims about export leadership, profits or market size.
