What membership means
Under Organic Law 1/2002, the general assembly is the highest governing body and members have rights to information about leadership, accounts and activities. Members can participate according to the statutes, be heard before disciplinary measures and challenge decisions they consider contrary to law or the statutes. The legal framework in Valencia
Article 368 of the Criminal Code concerns illegal trafficking and facilitation; article 36.16 of Organic Law 4/2015 addresses illicit public possession or consumption even without trafficking intent. Municipal premises controls form another layer. Association membership and internal rules do not replace these provisions. A recognisable name and contact address therefore identify an organisation, rather than a state-issued retail cannabis licence.
