
The major reform was pharmaceutical
Spain's Royal Decree 903/2025, dated 7 October and published on 9 October 2025, created a framework for standardised cannabis preparations used in magistral medicines. It entered into force the following day. For Valencia, this was a national medical-policy change with defined pharmaceutical responsibilities. The decree's subject was preparation and dispensing within healthcare. It did not establish a recreational retail system or a new category of tourist membership in cannabis associations.
Specialists and hospital pharmacies received defined roles
The framework connects specialist prescribing with hospital-pharmacy preparation and dispensing. It also provides for registration of standardised cannabis preparations and the information needed to support their quality. Follow-up and reporting of adverse reactions belong to the healthcare process. These elements make the reform an organised medical pathway: a regulated preparation, a clinical decision and pharmaceutical oversight. The institutional roles explain its practical meaning more precisely than describing it simply as cannabis legalisation.
Association life retained its own framework
Associations continued to be governed by their statutes and applicable association law. Organic Law 1/2002 defines the organisational structure, including the general assembly, governing bodies, member information rights and accounting duties. Admission and departure are statutory matters within that framework. A medical decree and an association's membership rules therefore operate on different subjects. One regulates particular pharmaceutical preparations and professional responsibilities; the other structures collective participation in an organisation.
Public-space rules were a separate question
Article 36.16 of the Citizen Security Law addressed unlawful possession and consumption in public places, public establishments and collective transport, even without trafficking intent. The October medical framework did not turn association membership into an exemption from that provision. Nor did a city-specific description such as Valencia club change the national rule. In the 2025 landscape, healthcare reform, association governance and public conduct remained distinct parts of the legal system.
The later implementation stage
AEMPS subsequently published its 2026 Formulario Nacional monograph for the relevant standardised magistral preparation. The monograph supplied pharmaceutical detail after the October 2025 framework. A member-led association and a hospital pharmacy carry different legal duties: the association organises collective participation, while the pharmacy prepares and dispenses medicines within healthcare.
