Begin with the same legal questions
Asking which country has the best cannabis laws hides several separate issues. Private conduct, public possession, commercial supply and medical treatment may each follow different rules. A meaningful comparison places the same activity side by side and identifies the date of the legal source instead of ranking destinations by reputation.
Spain’s main distinction
Spain’s public-security legislation addresses public possession and consumption; its Criminal Code addresses unlawful supply. Neither source creates a tourist exemption through a club membership card. Private conduct must be considered in its actual circumstances, rather than reduced to an assumed national allowance for a particular number of plants.
Why Canada is a different model
Health Canada describes a legal regulatory framework, with additional provincial and territorial rules. That structure differs from treating private Spanish associations as ordinary shops. Comparing the two countries is useful for understanding policy design, but domestic legality does not create a permission to take cannabis across international borders.
Read use statistics carefully
Lifetime use, use in the past year and frequent use measure different behaviours. Percentages also change with the ages surveyed and the date of fieldwork. A claim that a country has more users needs comparable survey definitions; it cannot be inferred from visible clubs, tourist conversations or an undated percentage.
