Cannabis in Valencia in 2024: regional figures and the city’s response

The 2024 health indicator recorded cannabis use in 14.2% of 15–64-year-olds across the Comunitat Valenciana. The city’s prevention programme operated at a different local scale.

The regional figure was 14.2%, not a city club count

The Health Ministry’s 2024 table reports past-year cannabis use among 14.2% of people aged 15–64 in the Comunitat Valenciana, compared with 12.6% for Spain. The regional figure covers Alicante, Castellón and Valencia provinces. It is not a measurement confined to Valencia city, and it does not count cannabis-association members.

The indicator also differed by sex

The same table reports 9.8% for women and 18.5% for men in the Comunitat Valenciana. These percentages concern use in the preceding twelve months. They do not identify daily use, dependence or a reason for consumption.

A person reporting one episode and someone reporting frequent use can both enter a past-year prevalence figure. The indicator describes how widespread reported use was under that definition; frequency and health consequences require different measures.

Valencia maintained a municipal prevention framework

A 2024 municipal document records that the city’s 2016–2021 addiction plan had its validity extended for 2024 by a Local Government Board decision on 19 January. The document describes prevention, information and advice through the community addiction-prevention units. It also provides for support to neighbourhood organisations through the Intervención en Barrios programme.

Associations and public health occupied different roles

Under Organic Law 1/2002, association members have rights to participate in activities and governing bodies and to receive information about the organisation’s accounts and activities. Article 14 requires the annual accounts to be approved by the general assembly. These are concrete responsibilities within an association, alongside the city’s separate prevention and information work.

The historical context of medical regulation

At national level, 2024 also brought the Health Ministry’s September draft on standardised medical-cannabis preparations. The later Royal Decree 903/2025 had not yet been adopted. For Valencia, as elsewhere in Spain, 2024 was a year of discussion of that pharmaceutical reform rather than operation of the later framework.
